Constitution Article 1 Section 1
At the time the constitution was adopted several states and the continental congress had only one lawmaking body.

No person shall because of race color creed or religion be subjected to any discrimination in his or her civil rights by any other person or by any firm corporation or institution or by the state or any agency or subdivision of the state.
Section 1 is a vesting clause that bestows federal legislative power exclusively to congress. Article 1 section 1. All legislative powers herein granted shall be vested in a congress of the united states which shall consist of a senate and house of representatives.
