National Labor Relations Act Section 8
Section 8 d of the act sets forth what is encompassed within the duty to bargain collectively.

A unfair labor practices by employer it shall be an unfair labor practice for an employer 1 to interfere with restrain or coerce employees in the exercise of the rights guaranteed in section 7 section 157 of this title. No provision of this title amending this subchapter shall be deemed to make an unfair labor practice any act which was performed prior to the date of the enactment of this act june 23 1947 which did not constitute an unfair labor practice prior thereto and the provisions of section 8 a 3 and section 8 b 2 of the national labor.
187 a it shall be unlawful for the purpose of this section only in an industry or activity affecting commerce for any labor organization to engage in any activity or conduct defined as an unfair labor practice in section 8 b 4 of the national labor relations act section 158 b 4 of this title. Section 8 b 3 of the act makes it unlawful for a labor organization or its agents to refuse to bargain collectively with an employer whose employees you represent. Section 7 of the national labor relations act is essential for a clear understanding of section 8 of the act.

Section 7 of the national labor relations act the act guarantees employees the right to self organization to form join or assist labor organizations to bargain collectively through representatives of their own choosing and to engage in other concerted activities for the purpose of collective bargaining or other mutual aid or protection.
