Section 2 Of The 14th Amendment
The 14th amendment is divided into five sections all aimed at protecting civil rights in the wake of the civil war and the abolition of slavery.

But neither the united states nor any state shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the united states or any claim for the loss or emancipation of any slave. Section 2 representatives shall be apportioned among the several states according to their respective numbers counting the whole number of persons in each state excluding indians not taxed. A portion of the 14th amendment was changed by the 26th amendment. Such persons were given the right to vote by the 15th amendment. Thus this section of 14th amendment remedies the stain on the original constitution and overrides article i section 2 clause 3.
