Article i describes the design of the legislative branch of us government the congress.
Article 1 section. Section 1 is a vesting clause that bestows federal legislative power exclusively to congress. In article i of the constitution the framers vest the legislative authority of the united states government in a bicameral congress and over the ten sections of the article they systematically flesh out the structure duties and powers of that congress. And the congress may by general laws prescribe the manner in which such acts records and proceedings shall be proved and the effect thereof. The house of representatives shall be composed of members chosen every second year by the people of the several states and the electors in each state shall have the qualifications requisite for electors of the most numerous branch of the state legislature.

All legislative powers herein granted shall be vested in a congress of the united states which shall consist of a senate and a house of representatives the constitution first vests all federal legislative powers in a representative bicameral congress.
